"content": "and the net effect is that the IEBC will end up spending a lot of money, and people in the constituency also spend their time to vote. The President has shown goodwill by giving hope to our Senators. A Senator leads a whole county. A county like Machakos, where I come from, has nine constituencies. This person will use all the logistics to campaign. He will make all the promises, for instance, that he can build a class, he can build a corporate society, or he will support this or that direction. However, he has no funds to keep those promises. We, therefore, need to give value to the seat of a Senator. They need to be given value so that they can even give bursaries. Today is International Women’s Day. The President has come up with an arithmetic to show us that the two-thirds gender rule can be achieved in government offices, this House and the Senate. We do not even need to debate about this. It is just a matter of supporting it. On the issue of giving the CSs the chance to come to this House, we need to consider some functions. There are some functions which we give to CSs and yet, we have devolved them. For instance, health. It is showing that in this country, the county governments have failed to organise the health sector. We should propose that health becomes a function of the national Government. We need to save Kenyans from suffering in public hospitals. There is no medicine and there is no proper control of doctors. We also do not have hospitals categorised accordingly. With those few remarks, I support. Thank you very much."
