    "content": " Hon. Senators, I hereby report to the Senate that a Petition has been submitted, through the Clerk, by Mr. Philip K. A. Too, a citizen of the Republic of Kenya and a resident of Olenguruone, Nakuru County. As you aware Article 119(1) of the Constitution states- ‘every person has the right to petition Parliament to consider any matter within its authority including enacting, amending or repealing any legislation. Hon. Senators, the salient issues raised in the said Petition are as follows- (i)That 25 years have passed since an agreement was reached between the Kenya National Union of Teachers (KNUT) and the Teachers Service Commission (TSC) to increase teachers’ salaries. (ii)The Government has neglected the plight of the retired teachers and in particular, payment of claims to the retired teachers between 1997 and 2007."
