Deputy Speaker, I wish to move the following Motion: THAT, this House adopts the Sixth Report of the Procedure and House Rules Committee on Amendments to the Standing Orders, laid on the Table of the House on Wednesday, 8th March 2023 and pursuant to the provisions of Article 124(1) of the Constitution and Standing Order 265- (i) approves the proposed amendments to the Standing Orders as contained in Annex 3 of the Report; (ii) resolves that the amendments agreed to in Committee of the whole House and approved by the House shall take effect on Thursday, 23rd March, 2023; (iii) further resolves that the Questions pending Reply as at the commencement date shall be disposed of by the respective Committees; and (iv) further amendments relating to the naming of various committees be adopted as has been circulated. Hon. Deputy Speaker, Article 125 of the Constitution provides that either Houses of Parliament, or any of its committees has the power to summon any person to appear before it for purposes of giving evidence or providing information. Further, Article 153 requires Cabinet Secretaries to appear before the House of Parliament and its committees to give reports or answer to any questions that may arise. Historically, this country had a case where Ministers sat in this House and answered questions directly from Members of Parliament as and when they were asked. Since the new Constitution came in, it has been very difficult for us as a Parliament to get answers from Cabinet Secretaries. We have so many committees…"
