    "content": "Mr. Deputy Speaker, Sir, I rise to support this Bill by our colleague, hon. Gitobu Imanyara. There have been a lot of misconceptions and misgivings about this Bill. It is very unfortunate that we sit here as a House, professing to care about Kenyans. We speak about the plight of the Internally Displaced Persons (IDPs) and how to deal with impunity and yet when it comes to putting money where our mouths are, we do not see same commitment from this House. I am, therefore, urging my colleagues to look seriously at the issue of portraying our country as a failed State."
