    "content": "The Committee received submissions from key stakeholders including the public. Following extensive deliberation, the Committee has made the recommendations contained in the Schedule to the Order Paper. As I conclude, I wish to point out that the engagement with stakeholders revealed that there are shortcomings related to the efficiency of the use of borrowed financial resources and promotion of principles of transparency and accountability as stipulated under Chapter 12 of the Constitution. Furthermore, there have been deviations from previously approved strategies undertaken without the approval of the House. Going forward, the Committee will put these issues at the core of public debt regulations and policy making.
