    "content": "If the National Treasury has to borrow beyond Ksh10 trillion, they must come back to this House with a proposal. It must be discussed and this House will give authority for borrowing beyond Ksh10 trillion. There are proposals which we have not looked at. But for now, as a Committee, we only approved borrowing of a maximum of Ksh10 trillion. We urge the House to support that Committee’s position so that, at the end of the day, we do not expose Kenyans to public debt risks and repayment challenges."
