I have never sought to exchange an appointment with any Minister colleague; more importantly, in terms of my Ministry, any ambassador or high commissioner appointed, I am not the appointing authority. So, it would be fallacious for me to enter any pact with anybody to appoint where I cannot appoint. There is only one appointing authority for ambassadors and high commissioners, and that is the President and not the Minister."
