Deputy Speaker, the World Bank Report on Debt Sustainability Analysis FY 2019 downgraded the Kenya’s debt carrying capacity from strong to medium, with a high risk of debt distress. In forging the current debt at a ceiling of Ksh10 trillion of the fiscal deficit gap, it is important that a paradigm shift in debt ceiling be adopted. The Ministry proposed borrowing 50 per cent locally and 50 per cent from the foreign market, as contained in the 2023 MTDS. That will be a very good programme."
