We considered these Regulations as a Committee and we have a three-fold explanation as to why we have proposed a rejection. Firstly, the Regulations purport to extend the mandate of the SRC contrary to the Constitution and the enabling statute. Secondly, the SRC purports to usurp the statutory powers and mandates of other public bodies.
