    "content": "Another issue we have picked from our analysis of the BPS is a proposal on fiscal consolidation. The Medium-Term Expenditure Framework (MTEF) gives a projection of 4.4 per cent for the current year, 3.6 per cent for the next year, and 3.4 per cent for the subsequent year. Looking at the history of the BPS, these figures have always been there in the rolling plan but we hardly adhere to them. Moving into the future, this being a new government, it would be important for us to stick to the figures projected in the MTEF. If we continue doing things this way we will, every time, have a rolling figure and we will never plan well."
