Speaker, another important thing to note is that there is a proposal to the effect that the national Government will be co-funding programmes with the county governments through conditional grants or through other arrangements. It is important that we have a very clear implementation framework where there is co-funding by the national Government and the county governments. Due to lack of a clear implementation framework, we have not been able to implement most of the projects that have been undertaken with the aid of conditional grants. It is important that we have such framework in place as we approach the Annual Estimates, so that implementation of such projects can kick off immediately monies are allocated."
