    "content": " Mr. Deputy Speaker, Sir, even if it was a complex problem as it is, it would be a terrible thing for the Government to say that we are not going to register Kenyans because we cannot identify them. It would be a terrible admission of failure. I think I am giving this Statement in good faith; that we will continue with the work that we must do. We will do it carefully by registering Kenyans and not Somalis. If we find that there is anybody who purports to be a Kenyan and is not one, we will deal with him according to the law."
