    "content": "Mr. Deputy Speaker, Sir, we looked at the possibility of food distribution against cash and, definitely, the recommendation was in favor of cash transfers. Direct delivery of food is necessary for assistance in locations where food is not available or cost much more than in urban areas. Fifth, we proposed that the eligible households will each receive Kshs1,500 per month. The figure of Kshs1,500 is guided by the Kenya Integrated Household Budget Survey of 2005/2006 that estimates Kshs1,474 as the food poverty line per household in urban areas. The figure for rural areas is Kshs988 per household. In addition, Kshs1,500 is the amount of assistance in most of other Government programmes. Furthermore, evaluation of the pilot project will assist in determining the adequacy of the Kshs1,500 in the current situation.
