    "content": "This must mean that the gaps occasioned by the Standing Orders not providing the manner, medium or timing of communication of the changes must be filled in the manner most consistent with a purposive interpretation of the Standing Orders, and that seeks to give effect to the letter and spirit of the Standing Orders rather than to defeat them. Similarly, there can be no doubt that in giving due consideration to the communication received, the Speaker, cannot be oblivious of any correspondence pertinent to the matter that is brought to his attention. The upshot of this is that a claim that the Speaker must forthwith upon receipt of a letter from the Senate Minority Leader, rush to the Chamber and read it to the assembled Senate is without merit and I reject it. It cannot be! The Speaker must, in each case, properly address himself to the correspondence and any accompanying annexures to satisfy himself as to compliance with Standing Order 23.
