    "content": "Thank you, Mr. Speaker, Sir, for giving me the opportunity to make my intervention in this matter. I rise to support the Statement by Sen. Seki. The plight of municipalities, which have been set up by county governments is a real serious issue across the country. In my county, the whole municipality was set up with a lot of pomp and pageantry. However, there is absolutely no budget for development. What people are doing is just collecting salaries and not implementing any meaningful development agenda of their own. In fact, if the KUSP was not there, they would be just sitting and collecting salaries. In the Hola Municipality in Tana River County, the former manager, a gentleman of high standing, had to resign in protest because he could not imagine a situation where he is collecting money and there is nothing to deliver. This is because they are not supported properly by the county governments. Mr. Speaker, Sir, I urge the relevant Committee that will investigate this matter to look into what can be set aside in terms of ring-fencing some funds for deliberate"
