    "content": "Mr. Deputy Speaker, Sir, the other issue that we need to look at is TVETs, which has in a way been mentioned. The TVET Authority at the national level is maintaining substantial power. They can justify retaining a lot of money at the national level. I propose that the Bill be very clear that the national level should have insignificant, maybe 30 per cent or 20 per cent of the funds that are supposed to go down to the TVETs. As the Senator has said, they use this to clearly justify keeping most of the money at the national level and it does not reach the colleges."
