    "content": "Let us go back to this Bill by Sen. M. Kajwang’. This is generally a very good Bill. I thank Sen. M. Kajwang’ for the clarity that he brings to vocational training in the country. There has been a lot of confusion within institutions that offer vocational training. I thank him that now this Bill brings clarity that will cover institutions that are offering certificates and below then other institutions offering diplomas going forward will be covered by a different Bill."
