    "content": "Let me go straight to the Bill; the Clauses that I have gone through starting with Clause 3 on the guiding principles. I am happy that it brings focus to public participation on all decision-making initiatives for vocational education and training. Mr. Deputy, Sir, the promoter of the Bill talks about technology transfer in Clause 3. I urge Sen. M. Kajwang’ to consider not just technology transfer but an exchange programme engrained in the law. As we aspire to achieve standardization in training, we also have exchange programmes between village polytechnics in different counties offering the same or complementary training programmes."
