I sought substantiation under Standing Order 82, which is very clear and in unambiguous language. Hon. Kioni has undertaken to substantiate the allegation he made with respect to a Cabinet Minister! It is only fair that you allow what the Standing Orders permit you to do and give him 24 hours to give you the name of the Cabinet Minister that he is talking about. Is that not what the Standing Orders say?"
