"content": "Thank you very much, Mr. Deputy Speaker, Sir. I rise to support this Bill but with some amendments that will come way later. As I support it, I have looked at Google just to bring to the attention of this House the meaning of vocational training. Vocational education prepares learners for jobs that are based on manual or practical activities, traditionally, non-academic and totally related to a specific trade, occupation or vocation. Mr. Deputy Speaker, Sir, with that definition, I have a problem with Part III of this Bill, as per the memorandum of objects and reasons, which states that county governments shall be responsible for management of vocational education and training centres within the counties. The reason I have a problem with this is that if I start a small institution to train the youth in my county on picking cherries, so that they can be employed in a certain farm, what does the county have to do with that? I believe when it comes to training our young people, they are trained to execute some skills that are required within their areas. When I was growing up, my uncle had a vehicle.
