    "content": "My third point is that we need to allow Ketraco to wholly handle transmission and leave KPLC to handle distribution, marketing as well as billing. We need to create an IPP office which will be self-sustaining. It will have its stakeholders, engineers, developers, investors, lenders and legal minds who can decide on the lowest cost, monitor output, oversee the fidelity of all these agreements and eventually the consumer will get a better deal from what KPLC will offer.
