    "content": "Many of these universal healthcare workers were being paid a stipend of about Kshs15,000. It is sad. The biggest problem with this issue is that they were already given an Integrated Payroll and Personnel Database (IPPD) number. Therefore, wherever they go, it appears as if they are employed by the Ministry. Therefore, they cannot be employed by anybody else. This is a matter which is live in our Committee on Health."
