Member that one of the key issues we looked at clearly is non-interference of political feelings or affiliations when this study was being carried out. I would also like to add that, regarding any subsequent appeals, when being considered, no politics will play a role. However, I would like to point out one thing very clearly here to the hon. Members; that hardship is an index of the level of development in an area. When we started at Independence we had only 15 areas, but as at the time of this review they were 46. In other words, instead of Kenya developing and areas getting out of hardship, we are increasing them. So, what is the rationale? We are a developing country but in comparison to other developed countries, of course, our country maybe in hardship.
