    "content": "efficiently when they are almost purely relying on the Exchequer from the national Government. Our counties have powers to levy taxes, but the kind of money that we see as own revenue is not commensurate with the opportunities that our counties have in raising their own revenue. Our counties must enhance their capacity to generate their own internal resources so that we can deliver proper services to the people in our counties. Hon. Speaker, in future, there has to be collective effort, especially within the National Treasury, to come up with a system that amalgamates the entire collection of revenue in various counties so that they can be assisted with proper systems. This is needed especially by eliminating human contact in revenue collection to enhance revenue that comes from our counties so that people can enjoy the service from our counties through the levies and taxes that they pay.
