As highlighted by the Chair of the Budget and Appropriations Committee, the suggested distribution is more than the constitutional framework of 15 per cent as laid down. This should enable the county governments to carry out their responsibilities and obligations. With the tough economic times especially with the conflict between Russia and Ukraine, reforms need to be put in place and instituted to encourage the county governments to enhance revenue collection so as to boost the national Government as far as revenue from the county governments is concerned. Thirdly, the projected equitable share of Ksh385 billion is adequate in light of the level of debt financing that is expected to be incurred during the FY 2023/2024, which is 50 per cent of the entire revenue of the national Government.
