    "content": "means that in case we collect more resources than what was in the budget, the resources can be used to fund things like debt and to support other important aspects of the national Government. However, that is not the situation. In the last financial year, we collected more resources than what we had budgeted for. That was not reflected truly in the way resources were reallocated. I want to urge the national Government to address this aspect."
