    "content": " Thank you very much, Hon. Speaker. I also take this opportunity to support the Division of Revenue Bill. I have interest in one or two areas. I have noticed that the last shareable revenue to the counties was Ksh370 billion. This time, it has gone up by Ksh15 billion, which makes it Ksh385 billion. This is good progress because there is an increase in the allocation. As the Chairman has said, the allocation is based on the 2019/2020 Financial Year, which is 23 per cent. I also noticed that even if we allocated the money based on the 2021/2022 Financial Year, it comes to 18 per cent, which means this House is still within the law to pass this Bill. I have also realised that there is a transfer of library services function to the county governments. We agree that it is a devolved function. It has also gone with Ksh15 billion under conditional grants to make sure that those library services are rendered and employees are paid."
