    "content": "If you look at the last part of this Bill, the list of reasons for disagreeing with the CRA keeps growing since I came to this Parliament in 2013. The first time, the reasons for disagreeing was around three to four paragraphs, and they have kept growing every year. We need to bridge that gap to ensure that the kind of money we give to the counties is agreeable. We cannot keep forming mediation committees every year. We may pass Ksh385 million, then tomorrow the Senate refuses, then we have to set up a mediation committee. Then there will be noise and politics will come into it. A way must be found to ensure that we, as decision- making bodies – this Assembly, the Senate, the CRA and other concerned bodies – get a consensus on this matter."
