Standing Orders were made for Parliament and by Parliament to ensure that our proceedings are in line with what we want to do. The fact that the Chair of the Committee on Regional Integration has brought it out in good time, your ruling is apt. If we are to ensure that Parliament sticks to its rules, it is the right ruling.
