    "content": "Mr. Speaker, Sir, it is morally wrong for teachers and, indeed, for any public servant who has offered his service to retire and stay without his pension benefits. My Ministry would like to put this to an end. We are in consultation with the Ministry of Finance to ensure that a mechanism is put in place, so that there is a period within which retired teachers are guaranteed payment of their pension. It is not right for a teacher to retire and stay for years without his pension."
