Buyu—has said, two wrongs do not make a right. This is a House of rules and procedure. The drafters of the Standing Orders were very clear. For a matter to become substantive before this House, the Chair of that Committee must own it and bring it before this House. Again, there is wider consensus and understanding of those matters.
