Standing Order 33 (4), “No Member speaking on a matter under this Standing Order shall speak for more than five minutes without the leave of the House, except that the Mover may speak for ten minutes.” It does not matter whether you are Leader of the Majority Party or the Leader of the Minority Party or a ranking Member.
