    "content": "Mr. Speaker, Sir, there are certain categories of activities that officers are paid allowances, including Members of Parliament. Public officers are paid allowances depending on the nature of the work. If they do not fall in the normal line of duties, you are entitled to certain allowances. Now, in respect of the fact that the money was spent in the manner in which it was spent, part of the problem has been that the Government’s financial regulations were not followed. It is for the CDF Committee and the fund account manager to ensure that before he engages a lands officer on the ground, that they abide strictly by the Government’s financial regulations.
