    "content": "Thank you, Mr. Speaker, Sir. I am well informed of what you are saying. All I wanted is to request that you shed clarity on a matter which is very critical. Most of the questions from the Senate, unlike in the National Assembly, will lean towards issues of devolution. In the structure of the current Government, there is no Cabinet Secretary (CS) for Devolution and Planning. However, there is a Principal Secretary (PS) in the Office of the Deputy President, responsible for issues of devolution. Therefore, I want you to clarify whether the Deputy President will respond to questions that lean towards devolution. What is more, clarify whether Chief Administrative Secretaries (CASs) will have a role, lest they end up being sent here when we do not expect them."
