    "content": "Mr. Speaker, Sir, I rise, pursuant to Standing Order No. 53(1), to seek a statement from the Standing Committee on Finance and Budget regarding the disbursement of funds to County Governments. In the Statement, the Committee should - (i)provide an update on the current status of respective counties with regard to disbursement of funds for development and recurrent expenditure for financial year 2022/2023; (ii)state the reasons for delay in disbursement of funds to counties from November 2022 to date, despite Senate having passed the disbursement schedule in January, 2023; (iii)inform the Senate on the status of execution of the conditional grant that was passed but has not been adhered to, at the time of writing this Statement; (iv) apprise the Senate on the effect of delayed funds disbursement on the counties’ absorption rate, considering the current financial year ends in June, 2023; and, (v)state measures in place, if any, the National Treasury and Economic Planning has taken to ensure timely disbursement of funds to counties, for the smooth operation of business and clearance of pending bills. Mr. Speaker, Sir, this is a very serious matter. The county that I represent has not been paying salaries. This is as a result of late disbursement of funds. It is only last week when we heard---"
