"content": "Thank you, Mr. Speaker, Sir. I also rise to give strength to the Statement by Sen. Osotsi. As you know, I am a Member of the Public Accounts Committee (PAC). In the past few weeks, two counties appeared before us. One of the most interesting things is that because of the delays in the disbursement of exchequer to the counties, many are unable to remit their Pay as you Earn (PAYE) obligations. Mr. Speaker, Sir, it is interesting. I will give the example of the County Assembly of Trans Nzoia which appeared before us last week. In the 2019/2020 Financial Year, they failed to submit Kshs7.9 million, PAYE to the Kenya Revenue Authority (KRA). They were hit with a Kshs16 million penalty and Kshs2 million interest by KRA, the same organization that is supposed to collect and also give them the money. We are in a big problem at the counties. I wish that we, as a Senate, can at least, find a way to ensure that the resources that are due to the counties are sent there on time."
