Nyikal knows because he has been in the Government that Standing Order No. 87(3), says: “It shall be out of order to use offensive or insulting language, whether in respect of Members of the House or other persons”. It does not even say other persons who are not in the House. It is any other person. That is why I am very cautious with what I say and how I say it. I said it is normal at a certain age to hallucinate. Hon. (Dr) Nyikal is a medical doctor of repute and he knows it, it is actually proven medically that it is normal to hallucinate at a certain age. Therefore, if somebody out there hallucinates about me being present somewhere that I am not or organizing things that I may not have organized, what do you call that? If I say someone of the age of Hon. Nyikal is likely to hallucinate, those are two different issues. That is all I stated."
