    "content": "Mr. Temporary Deputy Speaker, Sir, having said that, I would also like to say from the Floor of this House that we are very disappointed by the Deputy Prime Minister and Minister for Finance in the manner in which Treasury has been run in the first quarter of the financial year. The Kenya Revenue Authority (KRA), in the first quarter of this year, reached a 97 per cent collection target. We need to congratulate Mr. Waweru and his team for doing a fantastic job at the KRA. We had hoped that the Deputy Prime Minister and Minister for Finance, with his team in Treasury, will reciprocate by making sure that the Budget is utilized in accordance with the Financial Statement that was passed in this House. Unfortunately, we have to express our disappointment regarding the 50 per cent Vote on Account. We have realized that some Ministries, like the Ministry of Planning, National Development and Vision 2030, have been allocated 100 per cent under the Recurrent Expenditure on the Vote on Account. Then, we have other Ministries"
