"content": " Thank you, Mr. Temporary Deputy Speaker, Sir. I would like to support this Bill because it is overdue and there is a very critical process of endorsing it by Parliament. Mr. Temporary Deputy Speaker, Sir, perhaps, I should start by urging that we need to improve on the relationship between the Executive and Parliament so that all issues done by the Executive are well percolated within Parliament and that Members of Parliament also appreciate matters that are for the importance of the country and, therefore, give due consideration to the agenda that is tabled before the House. I say this in full appreciation of the fact that this should have been passed by this Parliament a long time ago were it not for the standoff that happened some time back and, therefore, the delay. Mr. Temporary Deputy Speaker, Sir, this Government is doing a lot of work. The Office of the Deputy Prime Minister and Ministry of Finance is doing a lot of work, but there is need to improve on communication from all over. Even this House is usually condemned, sometimes unfairly, yet it has passed a lot of Bills and legislations that are bringing milestones and benefits to Kenyans on their welfare, their development and even on their pride. The Ministries of Roads, Youth Affairs and Sports, East African Community and others despite other issues that could be there, have achieved a lot of changes. What the Deputy Prime Minister and Minister for Finance did during this yearâs Budget; a lot of Kenyans and even friends of Kenya have, indeed, appreciated that it is a milestone towards devolution of resources and enabling every region in this country to have a touch on the national kitty. Long gone are the days when Members of Parliament or delegations from various parts of this country had to lodge in offices of Ministers"
