    "content": "Mr. Deputy Speaker, Sir, human dignity rights are provided for under Article 21 (1) and (2) of the Constitution of Kenya. It obligates both levels of Government; that is, the county governments and national Government, as well as every other state organ, to ensure that they put in place means and policies that are geared towards promoting, observing, protecting and ensuring that such rights as provided for under Article 43 of the Constitution, are protected and achieved."
