    "content": "Hon. Speaker, I wish to welcome all Members back to the House from the short recess. I trust that we are all rejuvenated for the next part of this Session. Members will recall that on Thursday, 9th March 2023, the House adopted the Report of the Procedure and House Rules Committee and passed amendments to the Standing Orders on the manner of processing Questions. This cleared the way for Cabinet Secretaries to appear in the House to respond to Questions and provide reports to the House, pursuant to the provisions of Articles 153 (2) and 153 (4)(b) of the Constitution. I hereby wish to bring to the attention of the House that, pursuant to Standing Order 42A(6)(b), the first Cabinet Secretary to appear in plenary during the afternoon sitting of Wednesday, 12th April 2023 – that is tomorrow afternoon – is the Cabinet Secretary for Interior and National Administration, Hon. (Prof.) Kithure Kindiki. As shown in today’s Order Paper, he will be responding to Questions as scheduled below:"
