"content": "Hon. Temporary Speaker, having gone through the Report, Hon. Martin Otieno qualifies to take over the position that he has been vetted for. Hon. Temporary Speaker, I would, however, quickly draw your attention to the situation in the fish industry and the task that awaits Mr. Oduor. This is an area that has been very sentimental and important to the people living around the lake and on the coastal line of Kenya. At the same time, fish farming has propagated itself into the interior. That is why the Government at one point had a policy whereby every constituency would create fishponds to promote fish farming. He is coming into this position at a time when the Lwang’ni Beach, Lake Victoria, has been removed and the promotion of the Dunga Beach done. He is coming into office when the deep sea fishing at the Indian Ocean is no longer there and we cannot pride ourselves in getting high quality level of fish from the Ocean which we can export to other countries. Therefore, he should be ready to deal with all these things as he takes this job including and not limited to marketing of fish in both Lake Victoria and the Indian Ocean. We see the real fishermen not getting value for their money. The middlemen who are simply waiting to carry the fish away are reaping more from the fish that is found in the lakes especially Lake Victoria than the fishermen themselves. We should see him get ready to prepare to make sure that the shillings earned from fishing benefit the fishermen themselves and the mamas’ involved in the fish trade within and along the lake. At the same point, there has been a lot of harassment, intimidation, and sexual harassment in the fish industry which has been enforced by several legends and myths told by the people around the lake that you must perform this and that to get fish. Mr. Otieno is going to face this challenge. He promised us that he is going to do away with these harassments that the women who trade in fish face around the lake. Fish farming has spread countrywide. Mr. Otieno must be ready to make sure that there is increased fish consumption within the country given that many people are drifting away from red to white meat. He must promote fish farming countrywide so that it is not only limited to the lakes, rivers and oceans, but can also be practiced within the countryside through the ponds which were developed by the Government. Most of them are lying dangerously around the country. This is what he should be involved in. I think I have spoken on the marketing of fish. Mr. Otieno must be ready to deal with modernisation of our fishing industry so that people can pride in fishing as an industry the way it used to be. That is the pride we want him to bring back to this country. I completely stopped eating fish because I could not separate or differentiate the Chinese fish and the one from Lake Victoria. This is a matter that this officer must deal with so that we can completely stop the importation of fish from China which has demoralised many fish farmers, fishermen on the lake and fish eaters like me so that we are assured that the fish we are eating is not from China. Fish from China comes with very many other connotative understandings around it and myths on the type of food fed to them before they arrive to this country.
