    "content": "The Member for Gilgil has also asked whether detention of young mothers in hospitals, especially under the Linda Mama Programme, is linked to the shortage of those booklets. The Government’s position is that that is not the case for two reasons: The first reason is that birth registration is free of charge. It cannot be the reason that a mother is detained in hospital beyond the time she is supposed to be released. Secondly, registration of births is allowed to take place within a period of six months after birth. As long as it is done within six months, it is lawful. It cannot be the basis for holding a mother who has given birth in hospital because of lack of those booklets. That notwithstanding, when I got this parliamentary Question, I directed the Civil Registrar to provide us with a solution even as we wait for this equipment. We need to find a solution should the House require me to provide an update in the next few months. Obtaining the equipment may take about six months because of the nature of financing and contractual arrangements. We will have an answer by then."
