    "content": "There are two documents before us. The first one is the Division of Revenue Bill that was moved by the Senate Majority Leader. The second one is the Report of our own Senate Standing Committee on Budget and Finance. If you heard Sen. (Dr.) Khalwale properly, he started by seconding the document that had been referred to by the Senate Majority Leader. He then delved into the Report of the Committee and he was reading the recommendations. I mean, I was left confused and only sought your guidance. I did not jump on any heifers, whether from head or back. There were no heifers available to be jumped upon."
