    "content": "There are many children who would want to have access to the bursary, but for whatever reasons, their parents did not vote. Up to and including the fact that they could be orphans, the parents might be out of the country or the parents might have been unwell on the voting day. It is not right for any governor to visit the ills of the parents or guardians of any child to that particular child. These are the conversations we should be having."
