    "content": "Mr. Speaker, Sir, my understanding is that the Committee on Finance and Budget, which is an arm of this House, on our behalf, looked at the same Bill that we are discussing. Their report is supposed to inform this debate, so that we debate with a view of what our Members representing us in that Committee have put before us. Therefore, we cannot continue to debate what is from the other Chamber without looking at what our own Committee has presented to us. It could have been proper for us to have a report from our Committee, so that we debate it alongside the Bill. There will be no separate time to debate the report of the Committee. The amendments will be done at the Committee of the Whole, which is later. However, for purposes of debate, we need to effectively discuss the report of the Committee of this Senate and the Bill from the National Assembly. Thank you."
