"content": "Mr. Speaker, Sir, I rise under Standing Order No. 102, on Retractions and Apologies. Mr. Speaker, Sir, we respect your Chair and we as Senators are constantly made aware of the magnitude of that respect that is bestowed upon you, by the rulings that you have made in this House. Standing Order No. 102 indicates: “A Senator who has used exceptionable words and declines to explain or retract the words or to offer apologies for the use of the words to the satisfaction of the Speaker; shall be deemed to be disorderly and shall be dealt with in accordance with rules pertaining to disorderly conduct which are further advanced in 122 all the way to 126.” In this House today, the Senator of Nandi has constantly used the term the “handshake government”. Sen. Sifuna has stood on this Floor a number of times asking him to substantiate what the “handshake government” means; when it was voted under our laws in this country and who headed that Government in the best understanding of Kenyans?"
