    "content": "Madam Temporary Deputy Chairlady, I beg to move:- THAT, Clause 31 of the Bill be amended- (a) in subclause (1), by deleting the words “The Authority may” and substituting therefor the words, “The Authority shall have powers to”; (b) in subclause (3), by deleting the words “The Authority may” and substituting therefor the words, “The Authority shall have powers to”; (c) in subclause (4), by deleting the words “The Authority may” and substituting therefor the words, “The Authority shall have powers to”; (d) in subclause (5), by deleting the words “The Authority may” and substituting therefor the words, “The Authority shall have powers to”; (e) in subclause (6), by deleting the words “the Authority may” and substituting therefor the words, “the Authority shall have powers to”; (f) in subclause (8), by deleting the words “the Authority may” and substituting therefor the words, “the Authority shall have powers to”."
