"content": "“Every person is equal before the law and has the right to equal protection and equal benefit of the law.” As a country, we need to ensure that even students in special needs schools receive equal treatment, the way we do allocation of resources to other institutions. There is a need to even take stock. Even we, as leaders, today--- I want to encourage Members of this House that as we visit those primary and secondary schools, it is important that we also give attention to these institutions in our counties because they are a critical aspect of our society. Article 27(4) of the Constitution talks about the state not discriminating against anybody because of the disability they have. When you look at a situation like what Sen. Mbugua said, where you transfer teachers in those schools with no replacements, you continue to expose those students to discrimination that they always face and so---"
