    "content": "Mr. Temporary Speaker, Sir, I suggest that we make laws in this Senate that regulate the regional authorities because they do not have laws regulating them. I would like Sen. Osotsi to propose a law which legalizes these regional authorities so that it makes it legal for them to receive money from donor organizations and they become audited. Their money should not be channelled through the National Treasury."
